3. The Beijing Model (State-Controlled Framework): China’s regulations are designed to cement state control and national security while simultaneously fueling its AI industry. Rules are focused on controlling data flow, algorithmic recommendation systems and generative AI to align with the core socialist values and maintain social stability. For businesses, this means that operating in China requires a very complex, completely separate AI stack and data governance model that’s inherently insular and subject to state oversight.

1. Architect for adaptability.
The vision of a single, global AI platform is obsolete. Leaders must design AI infrastructures with controlled redundancy and modular systems where core components can be adapted or replaced to meet diverse regional demands around data residency, algorithmic transparency and auditing requirements.
Actions For Leaders: Executives and the chief AI officer must conduct an AI sovereignty audit. Map every mission-critical AI application to its operational region and corresponding regulatory framework. Identify single points of failure and dependencies on non-compliant external APIs.
2. Treat ethical compliance alignment as a competitive advantage.
A company’s ethical stance on AI is no longer an academic exercise—it’s now a market positioning statement. Aligning with EU principles of transparency and fairness can attract customers, investors and talent who prize those values. Conversely, operating in markets with different norms requires firm internal governance to prevent reputational damage elsewhere.
Actions For Leaders: CEOs and boards must explicitly define the company’s AI ethical charter. Use these principles to guide market entry decisions, partner selection and the articulation of your global AI strategy.
3. Elevate geopolitics to the boardroom.
AI regulations are no longer just a compliance function but a core element of corporate strategy and enterprise risk management. Boards must be equipped to govern this emerging class of geopolitical risk.
Actions For Leaders: Establish a board subcommittee on technology geopolitics and stress test strategies through scenario planning (e.g., restricted dataflows, sanctioned providers and other disruptive events).
