New York fast-tracks clean energy projects to capture expiring federal tax credits

New York State is speeding up the construction of large-scale renewable energy projects with a new strategy aimed at lowering energy costs, creating union jobs, and securing billions in private investment before key federal tax credits expire.

The 2025 Land-Based Renewable Energy Solicitation, launched this week by the New York State Energy Research and Development Authority (NYSERDA), targets shovel-ready solar, wind, and hydroelectric projects that are close to breaking ground.

State agencies are now working together to streamline permitting, interconnection, and contracting processes to make sure as many projects as possible reach the construction phase quickly. The push is part of a broader effort to stabilize electricity prices, meet rising demand, and reduce New York’s reliance on fossil fuels.

“We are going to continue building out our energy economy and growing our already robust land-based renewables portfolio,” said NYSERDA President and CEO Doreen M. Harris.

A clean energy economy in motion

New York already has 102 major renewable energy projects in operation or development. Once complete, those projects are expected to generate more than 9.7 gigawatts of clean power — enough to supply over 3 million homes.

The latest solicitation is expected to spark an additional $5 billion in clean energy investments and create 2,500+ good-paying jobs statewide.

The projects must meet several criteria:

  • Be in late-stage development and ready to start construction soon
  • Include indexed pricing to reflect component cost changes
  • Follow strong labor and stakeholder engagement practices
  • Prioritize benefits to disadvantaged communities
  • Support agricultural land preservation

Timeline for developers

The application process for the new solicitation includes two deadlines:

  • Eligibility applications are due by October 21, 2025
  • Final proposals must be submitted by December 4, 2025, at 3 p.m.

A counter to federal energy rollbacks

State lawmakers and clean energy advocates said New York’s aggressive push for renewable development comes at a crucial time — especially as federal policy shifts away from climate commitments.

“Every day we move forward means more jobs created, more communities protected from rising costs, and more progress toward a healthier environment,” said State Senator Kevin Parker.

Julie Tighe, president of the New York League of Conservation Voters, added, “While the federal government retreats, New York continues to march forward with reliable, affordable clean energy.”

Labor and environmental groups emphasized that the effort will not only reduce emissions but also fuel long-term career paths in the clean energy economy.

“This is significant progress toward a greener economy and the union careers that come with it,” said Gary LaBarbera, president of the NYS Building Trades.
